Sheikh Muhammad bin Salih al-Uthaymin answered that it is well-known among scholars that it is not permissible to allow a disbeliever to handle the Quran. However, a disbeliever who is sincere in his desire to learn about the Quran may be invited to a library where he can see the Quran before him. If a translation of the meanings of the Quran exists without the Arabic text, then there is no harm in giving it to a disbeliever.
