The answer

The Prophet, peace and blessings be upon him, said: "Whoever among you sees an evil, let him change it with his hand; if he is unable, then with his tongue; if he is unable, then with his heart — and that is the weakest of faith." Changing evil with the hand is obligatory if it cannot be removed by the tongue, and if the one capable of removing it is safe from a greater evil resulting. Leaving evil to persist when one is able to change it with their hand contradicts Allah's command and incurs sin.
