What is the procedure for performing Hajj al-Tamattu' for a resident of Jeddah, and is he required to offer a sacrifice (hady)?

The mutamatti' (one performing Hajj at-Tamattu') has a choice regarding his rituals, and the best of them is Tamattu'. If he is a resident of Jeddah, he enters into ihram (definition) from there with the intention of performing the ritual (saying: "Here I am, O Allah, for an Umrah (definition) to be followed by Hajj," or "Here I am, O Allah, for an Umrah"), then he pronounces the talbiyah (definition). Upon arriving in Makkah, he performs tawaf (definition) for his Umrah, then sa'i, and then shaves or shortens his hair. After becoming halal (definition) from Umrah, he remains in Makkah until the eighth day of Dhul-Hijjah. On this day, he enters into ihram for Hajj and proceeds to Mina, then stands at Arafah, and spends the night at Muzdalifah on the tenth night. Then he throws the major jamrah and slaughters his obligatory sacrificial animal. After that, he shaves his head and performs tawaf and sa'i for his Hajj. Then he spends two nights in Mina for the one who wishes to hasten (muta'ajjil) or three nights for the one who wishes to delay (muta'akhkhir), throwing the three jamarat (definition) each day after zawal (midday). Upon completion, he performs the farewell tawaf.
