Does the Hajj of a resident of Mecca for eight years count as Hajj al-Tamattu', requiring a sacrificial animal (hady), given that he performs Umrah on behalf of others while intending Hajj for himself?

If you perform 'Umrah on behalf of someone else during the months of Hajj, and then perform Hajj for yourself in the same year, you are considered a mutamatti' (one performing tamattu' Hajj). It is permissible for a mutamatti' to perform 'Umrah for himself and Hajj for another, or vice versa, as long as he has fulfilled the obligatory Hajj for himself. Your status as one of the "presenters at the Sacred Mosque" (residents of Makkah or its vicinity) does not affect your tamattu', and you are not required to offer a sacrifice (hady). Some jurists stipulate for tamattu' that one should not travel a distance warranting the shortening of prayers after the 'Umrah.
