Is a Meccan obligated to offer a sacrifice if he performs Hajj on behalf of a non-Meccan, while performing Hajj Tamattu‘?

If someone from outside Mecca appoints a resident of Mecca to perform Hajj on their behalf as a Mutamatti' (one performing Tamattu' Hajj), then no Hadi (sacrificial animal) is required of the appointed person. The correct view is that Tamattu' is legislated for the Meccan, and no Hadi is obligatory upon them.
