How do the people of Mecca perform Hajj, and which of the Hajj rites do they observe: Qiran, Ifrad, or Tamattu'?

The jurists have agreed on the permissibility of Hajj al-Ifrad for the people of Mecca. They differed on Hajj al-Tamattu' and Hajj al-Qiran, with two opinions:

First Opinion (Majority of Jurists): It is permissible for a Meccan to perform Hajj al-Qiran or Hajj al-Tamattu', and no compensatory sacrifice (dam) is required of them, nor is there any detestability in doing so. They based their argument on the generality of the evidence for Tamattu' and Qiran, such as the verse: (But whoever performs 'Umrah [in the months of Hajj] followed by Hajj [therein, he is to offer] what can be easily obtained of sacrificial animals.) [Al-Baqarah/196], and they stated that the evidence does not differentiate between a Meccan and others.

Second Opinion (Hanafis): It is not legislated for a Meccan to perform Hajj al-Qiran or Hajj al-Tamattu', and if they do, a compensatory sacrifice (dam of جبران - جبران means rectification/compensation) becomes obligatory upon them. They based their argument on the verse: (This is for him whose family is not in the area of Al-Masjid Al-Haram.) [Al-Baqarah/196], and they considered Tamattu' specific to those whose families are not present at Al-Masjid Al-Haram. Furthermore, performing 'Umrah during the months of Hajj is a concession for those from outside Mecca to alleviate the hardship of travel, and a Meccan does not need to travel.

The first opinion is the preferred one according to Shaykh Al-Shanqeeti and Shaykh Ibn Baz, as they believe that the verse is general and includes the people of Mecca and others, and that the statement: (This is for him whose family is not in the area of Al-Masjid Al-Haram) refers to the sacrificial offering and fasting, not to Tamattu' itself.
