What is the wisdom behind the sufficiency of a single witness to prove the beginning of the month of Ramadan, while two witnesses are required to prove the beginning of the month of Shawwal?

The wisdom behind accepting the report of a single individual for sighting the Ramadan (definition) crescent – according to those who hold this view – lies in being cautious regarding an act of worship, unlike other months which require two witnesses. This matter is subject to scholarly disagreement. The Shafi'is, Hanbalis, and Abu Hanifa in one narration from him, accept the report of a single upright witness for the sighting of the Ramadan crescent. Whereas the Hanafis stipulate the testimony of a number of witnesses if the sky is clear, but accept the report of a single individual if it is not clear. As for the Malikis, they believe it is necessary to complete Sha'ban for thirty days or for two or more upright witnesses to see the Ramadan crescent, which is also a view held by some Shafi'is and a narration from Ahmad.
