Firstly: If they are young and not a source of temptation (fitna), then it is better not to publish them to avoid the controversy surrounding the ruling on photographic images and to steer clear of doubts.
Secondly: If they are adults, it is not permissible to display their photos in newspapers, as it facilitates gazing at a non- woman. It is also not permissible for a guardian to allow newspapers to publish photos of his daughters, as this constitutes "dayouthah" (lack of protective jealousy). A dayouth is one who condones evil within his family and does not feel protective jealousy over them. The Prophet, peace and blessings be upon him, warned that Allah will not look at a dayouth on the Day of Judgment.
