The mentioned in the question is not authentic. Al-Suyuti cited it in "Al-La'ali' Al-Masnu'ah fi Al-Ahadith Al-Mawdu'ah" (The Fabricated Hadiths) and commented on it saying: "Umar ibn Qays is accused (of fabricating Hadith)." Other narrations also describe him as abandoned, denounced (in Hadith), and a liar.
