Is it permissible to conceal someone who commits legal violations such as forgery or embezzling state funds, and what is the Islamic ruling on that, and does the Hadith "Whoever conceals a Muslim in this world, Allah will conceal him in the Hereafter" apply to this?

A Muslim must be concerned with advising people and striving for their guidance. If someone forges documents or takes public money, they should be advised and warned against false testimony and treachery, and reminded of the Prophet's (peace be upon him) saying about the gravest of major sins, which include false speech and false witness, and the Hadith (definition): "Return the trust to the one who entrusted you, and do not betray the one who betrayed you." The religious ruling should be clarified to them so they can repent, for repentance is most important. It is not preferable to expose them and uncover their concealment unless it is necessary to stop them from wrongdoing and does not lead to a greater evil.
