The answer

This statement is not known to have been said by Ali ibn Abi Talib (may Allah be pleased with him) or by the Salaf; rather, it is known to be a saying of Socrates or Plato. In its absolute form, it is incorrect, for some Islamic manners and noble morals, such as truthfulness and trustworthiness, are not bound by time or place. Indeed, the Prophet (peace be upon him) was sent to perfect good morals. Previous generations were nurtured by the manners of the Salaf, and they learned from one another. This statement might be useful in considering matters of customs and traditions that are not related to a religious text, as these matters vary with time and place. Therefore, an educator should take that into account without contradicting religious texts.
