What is the authenticity of the hadith: "O my daughter, cover your neck, and do not fear for your father"?

The aforementioned Hadith (definition) was narrated by Al-Tabarani and others with a chain of transmission whose narrators are trustworthy, among them Al-Harith ibn Al-Harith, the Companion; Al-Walid ibn Abd Al-Rahman Al-Jurashi; and Abd Al-Ghaffar ibn Ismail, who are trustworthy. Al-Walid ibn Muslim is a trustworthy and meticulous memorizer (hafiz), and Hisham ibn Ammar is trustworthy, even though his memory deteriorated in old age, but he explicitly stated that he narrated the Hadith. Abu Zur'ah Al-Dimashqi and Al-Haythami authenticated the Hadith, and Al-Albani's apparent action indicates his authentication of it. Assuming its authenticity, it does not indicate the permissibility for a woman to uncover her face, because that was in the early days of Islam, before the revelation of the verse of hijab (definition).
