What is the authenticity of the Hadith, "The world is but for four types of people," and is the sin for saying something unlawful the same as the sin for doing something unlawful, and does sin befall a man if he orders his wife to do something unlawful?

The firm intention, coupled with what is within one's capacity, affects its possessor. If it relates to an act of obedience, he is rewarded; and if it relates to an act of disobedience, he is sinful. This is supported by the statement of Ibn Al-Qayyim: "That the complete resolve, if accompanied by what is possible of the action, or the preliminaries of the action, places its possessor in the same rank of reward and punishment as the complete doer." Among the prophetic evidences for this is the hadith (definition): "When two Muslims confront each other with their swords, both the killer and the killed are in Hellfire," and the hadith: "The world belongs to four types of people," which clarified that a sincere intention equates the doer and the intender in reward or sin. So, whoever speaks of committing something forbidden or seeks to commit it with a firm intention and strives towards it, then is prevented by an external barrier or is unable to do it, he is like its doer in sin.
