What is the authenticity of the hadith: "Whoever congratulates people on this blessed month, the Fire is forbidden to him," which circulates upon the advent of the month of Rabi' al-Awwal?

This hadith (definition) has no basis, and the signs of fabrication are evident upon it. Therefore, it is impermissible to attribute it to the Prophet, peace and blessings be upon him, because it is a forbidden lie, which is among the major sins. The Prophet, peace and blessings be upon him, said: "Whoever narrates a hadith from me which he knows to be a lie is one of the liars." And what is mentioned therein, that the Fire is forbidden to a servant merely by congratulating (someone), is among the exaggerations and overstatements that indicate its fabrication and falsehood.
