What is the authenticity of the narrations reported concerning "Every matter of importance that does not begin with 'In the name of Allah, the Most Gracious, the Most Merciful' is amputated (abtar)" or "cut off (aqṭaʿ)," and what is their grading and verification, along with the opinion of the earliest Hadith scholars and Sheikh Al-Albani? Are there any similar hadiths?

The Hadith (definition): "Every significant speech or matter that does not begin with the remembrance of Allah is amputated (incomplete)," has been weakened by some scholars for two reasons: the weakness of "Qurrah ibn Abd al-Rahman" and its being a mursal (missing the first part of the chain of narrators, specifically the Companion) narration from al-Zuhri. Al-Daraqutni and others favored its mursal status. However, others, such as Ibn Hajar, al-Nawawi, and Ibn Daqiq al-Eid, graded it as hasan (definition) (good) or sahih (definition) (authentic). Sheikh Ibn Baz, may Allah have mercy on him, said that it falls under the category of hasan li ghairihi (good due to external corroboration). The meaning of the Hadith is accepted and acted upon, as Allah began His Book with the Basmalah, and Solomon and the Prophet, peace and blessings be upon him, began their letters with it. Most jurists agree on the permissibility of the Basmalah for important matters.
