Is it permissible to recite the Qur’an while sitting on a chair? And dhikr as well?

It is permissible to recite the Quran and engage in the remembrance of Allah Almighty in any posture, such as sitting, reclining, or lying down. This is indicated by the hadith (definition) of Aisha, may Allah be pleased with her, that the Prophet, peace and blessings be upon him, would recline in her lap while she was menstruating and then recite the Quran. It is also supported by the words of Allah Almighty: ("those who remember Allah while standing or sitting or on their sides").
