The majority of scholars hold that pre-seminal fluid (madhy) is impure, and this is the strongest opinion in terms of evidence. This is because the Prophet, peace and blessings be upon him, commanded that the male organ be washed after it and that whatever splashes on the garment be sprinkled. This indicates its impurity. The sufficiency of sprinkling or spraying is either a concession to people or because its impurity is light, similar to the case of a baby boy's urine. Some jurists are of the view that "sprinkling" (nadh) and "spraying" (rash) can, in the Arabic language, also mean "washing" (ghasl).
