What is the ruling on a woman riding with a cuckold mahram who is not protective over her?

Justice is not a condition for the with whom travel is permissible; indeed, some scholars have even allowed him to be a disbeliever. If a woman has another mahram who does not lack this characteristic, then he is more preferable.
