The answer

Bribery is forbidden (); it is what is given to invalidate a right or to uphold falsehood. What is paid to obtain a right or to repel injustice is not considered bribery on the part of the payer, but rather on the part of the receiver. Paying money to an electricity company to obtain something that is not your right is considered bribery, but it is permissible in cases of extreme necessity, as necessities permit the forbidden.
