Is a physician's examination of his family at home using hospital medications, and his frequent visits to his home located in hospital housing during working hours, considered a betrayal of trust and an act of shortchanging?
The reference for ruling on the permissibility of an employee's actions in a hospital is the regulations of the responsible authority. If the actions are prohibited by regulation, then they are not permissible. However, if they are authorized and not prohibited, there is no harm in them.
Therefore, dispensing medications without a hospital-approved prescription, or dispensing a quantity exceeding that specified in the prescription, is not permissible, even if the medications are consumables, because there are instructions that prohibit this.
Similarly, an employee must adhere to the full working hours and not leave before their end except as permitted by the regulations, because the employee's benefit (labor) is owned by the employer during working hours.
