The official working hours are the property of the employer, and it is not permissible for an employee to exploit them for any personal matter, such as going out or sleeping, except with permission. This applies whether there is work to be done or not, and whether the employer is harmed or not, based on the words of Allah Almighty: ﴿O YOU WHO HAVE BELIEVED, FULFILL [ALL] CONTRACTS﴾ [Al-Ma'idah: 1], and the words of the Prophet ﷺ: "Muslims are bound by their stipulations."
