The answer

The employee and the employer are bound by the employment contract concluded between them, whether written or verbal, in compliance with the words of Allah Almighty: "O you who have believed, fulfill [all] contracts," and the words of the Prophet, peace and blessings be upon him: "Muslims are bound by their conditions."

The travel allowance is determined based on the contract. If there is an agreement or a custom linking eligibility to the actual place of residence, then this must be adhered to, and it is not permissible to resort to deception to change it. If the contract stipulates otherwise, then what the contract dictates must be adhered to, bearing in mind that changing information on an ID card for the purpose of lying is not permissible except for a valid reason.
