The questioner and his partner must return the scanning device that was taken from the government institution employee to the institution, and pay the rental fee for the device for the period they used it. If it is not possible to pay the fee to the institution, then they must donate it for the general benefit of Muslims. As for the amount requested by the employee in exchange for using the device, he has no right to it, and it is not permissible for the questioner to give it to him. As for what the questioner and his partner received in exchange for their work, they are permitted to take it, provided that the additional work is outside official working hours or with permission from the employer.
