What is the ruling of Islamic law regarding a female pharmacist dispensing medications from outside the insurance list to a doctor who requests their exchange for medications within the list for the financial benefit of patients, or dispensing medications to himself claiming they are for the poor, or deducting their value from debts he owes to the pharmacy, and what do you advise the female pharmacist to say to this doctor?

The employee must adhere to the terms of the contract with the employer, based on Allah's saying: "O you who have believed, fulfill [all] contracts," and the Hadith (definition): "Muslims are bound by their conditions." What the doctor requests, concerning dispensing medications outside of regulations, is impermissible, as it is considered a breach of trust and an infringement upon medications owned by the state. It is not permissible to work in commercial insurance, but there is no objection to cooperative insurance.
