What is the ruling on a female employee traveling with her female colleague and a male colleague for a training course outside the country, paid for by the employer, or with just a male colleague?

The majority of scholars hold that it is not permissible for a woman to travel without a mahram (definition) unless there is a necessity. However, it is permissible when there is assurance of safety from fitna, especially by plane. As for a woman traveling with her male and female colleagues for work, prevention is more appropriate, as it is a door to fitna. Her traveling with only her male colleague is even more strictly prohibited.
