The answer

The fundamental principle is that charities dealing with donations act as agents and may only operate within the bounds authorized by the principal. If the donating entity does not specify how the amount should be spent, it is permissible to use it in a way that serves the best interest. If any amount remains after the employee's salary, it may be spent on the expenses of the dawah (Islamic propagation) organization.

However, deceiving the donor by claiming work has been completed when it has not, or categorizing the remaining amount under items where it was not spent, is not permissible due to the fraud involved. The remaining amount must be either returned to the donor or the donor must be informed of it, unless permission is granted to dispose of it.
