Is it permissible to give money from the expiatory payment for breaking the fast (kaffarat al-siyam) to a friend who bought a house with a loan and is experiencing severe financial hardship, to the extent that she is unable to pay her electricity and gas bills?

A woman who has not fasted during Ramadan (definition) must make up the missed days. Expiation (kaffarah (definition)) does not substitute for making up the fasts as long as she is able to fast. She must also feed a poor person for each day that she delayed making up until after the following Ramadan. The feeding must be actual food, not monetary value, according to the more preponderant opinion. It is permissible to give this expiation to the woman if she is deserving. It is also permissible to give her Zakat (definition) al-Mal (obligatory charity on wealth) and voluntary charity (sadaqat at-tatawwu') if she is in need.
