Is it permissible to give the fasting expiation (fidyah) to an immodestly dressed girl who suffers from a lack of financial resources and from being reminded of the favors bestowed upon her by her parents and aunt?

If the girl in question is Muslim and fits the description of being needy, it is permissible to give her the fidyah (definition) of feeding. It is not a condition for the recipient of the fidyah to be righteous, and what is important is that it should not be given to someone who would use it for disobedience. It is recommended for the one giving charity to seek out people of righteousness. The fidyah of feeding is not given to a disbeliever, unlike voluntary charity. It is recommended to advise the girl to fear Allah, to be righteous, and to wear the hijab (definition).
