It is permissible to give to the poor from funds if they do not have enough for themselves and their dependents for basic needs. It is also permissible to buy a house for the poor from Zakat funds. As for giving Zakat to the poor to start a project, the Zakat money must first be given into their ownership, and then they may dispose of it as they deem beneficial to themselves.
