The answer

al-Fitr is given to the poor Muslims in the country where it is disbursed, based on what Abu Dawud narrated from Ibn Abbas (may Allah be pleased with both of them): "The Messenger of Allah (peace be upon him) enjoined Zakat al-Fitr at the end of as a food for the needy." It is permissible to transfer it to another country whose people are in greater need. However, it is not permissible to use it for building a mosque or for charitable projects.
