What do we do with Zakat al-Fitr in Syria, given the availability of basic necessities for the needy? Should we give unmeasured food, or does Fitr then become waived, or should we transfer it to another country?

Zakat (definition) al-Fitr must be given as food, from what people ordinarily consume. It is permissible to give it as rice or flour, and so forth. The default rule is the permissibility of giving one poor person several portions of Zakat al-Fitr, or giving one portion to several poor people. If there are no poor people in the country, or if those who are present do not need it, then it is permissible to transfer it to another country where there are those who need it, or to store it with a charity organization for distribution later. As for giving Zakat as meat, it is not permissible except for those whose staple food is meat.
