Who determines that paying the value for Zakat al-Fitr ensures a definite benefit for the poor, and is it the individual himself, the guardian, or the Dar al-Ifta (House of Fatwas)?

We have previously clarified the jurists' opinions on giving the value (money) in Zakat (definition). We have not come across any text from the jurists that specifies who determines the need or the predominant benefit. However, consulting scholars and the Dar al-Ifta (Fatwa (definition) Council) is required in general matters. We do not restrict the one paying Zakat if he sees a predominant benefit or a clear need in giving the value, or if the poor person informs him that the value is more beneficial for him, and that is based on the opinion that permits giving the value.
