If the husband's debt results from an interest-based loan, it is impermissible to give him unless he repents. However, if the debt is not interest-based, and the husband is capable of paying his installments while still having enough for his basic needs, then he is not among those in debt (Al-Gharimin) who are eligible for Zakat. The one in debt who is eligible for Zakat is he who is unable to pay off his debt, whether he is in debt for reconciling disputes (in which case he is given even if he is wealthy), or he is in debt for himself and is unable to fulfill his debt.
