The answer

Islam legislated marriage for chastity and the preservation of society. Therefore, if a suitor who is religious and of good character proposes, he should not be rejected, for the Prophet said: "If someone whose religiosity and character you approve proposes to you, then marry him. If you do not do so, there will be tribulation on earth and widespread corruption." The Shari'a has also encouraged making the cost of marriage light, as Umar said: "Beware, do not overprice the dowries of women, for if it were a worldly honor or piety in the sight of Allah, the Prophet of Allah, peace be upon him, would have been more deserving of it. I have not known the Messenger of Allah, peace be upon him, to marry any of his wives or to give any of his daughters in marriage for more than twelve uqiyahs." There is no sin upon the guardians in stipulating wealth, and the paternal grandfather is the most entitled to give the girl in marriage in the absence of the father.
