Is Zakat obligatory on ornamental gold if it reaches the nisab, knowing that one does not possess sufficient money to pay the Zakat, and is it permissible to sell a portion of the gold to pay its Zakat?

The majority of scholars do not obligate Zakat (definition) on ornamental jewelry, while Imam Abu Hanifa and some contemporary scholars do. Paying it is closer to piety and precaution. If the jewelry reaches 85 grams of gold and a year has passed on it, then Zakat of a quarter of a tenth (2.5%) becomes due on it, to be paid from the gold itself or its value in cash at the market price at the time Zakat becomes due. It is permissible to send Zakat to another country where Muslims are in greater need.
