What is the ruling on zakat for 1,000 dinars that a year has passed on, and another 1,000 dinars that a year has not passed on, and is it permissible to give it to siblings?

Among the conditions for zakat (definition) to become obligatory is the completion of a full lunar year (hawl). If a full year passes on the first thousand, and it alone constitutes the nisab (definition) (minimum threshold) or combines with other money or trade goods to reach the nisab, then zakat becomes obligatory on it. As for the other thousand, no zakat is due on it unless a lunar year has passed on it and it has reached the nisab. The nisab for banknotes is the equivalent of 85 grams of gold or 595 grams of silver, and the obligatory amount to be given out is a quarter of a tenth (2.5%). It is permissible to give zakat to a brother if what he possesses is not sufficient to meet his needs and the needs of those he is obliged to support. This is better because it is both charity and the upholding of kinship ties.
