What is the ruling on saying: "And all matters are subject to divine decree (al-qadaa)"?

Qada' is Allah's creation of things according to His knowledge and will. There is no harm in saying: "And all matters are subject to qada'" because it is a metaphorical expression or a substitution of the annexed noun for the annexer, which is permissible in the Arabic language. Scholars have attributed matters to Allah's qadar (definition), as Ibn Kathir said regarding the story of Noah's son: "Destiny led him to abandon the company of the people of faith, so he drowned with his party of disbelievers and tyrants."
