What is the ruling on placing large seals—inscribed with verses, or ذكر (remembrances), or supplications—some of which are designated for magic, some for the evil eye, and some for jinn—then dipping the seal in saffron water, and then stamping it onto papers that are subsequently dissolved and drunk?

It is impermissible for theer to write verses and lawful supplications on seals that are dipped in saffron water, then to place these seals on papers to serve as writing, and then to wash these papers and drink the water. This is because one of the conditions for lawful ruqyah (definition) is the intention of both the raqi and the patient to seek healing through the Book of Allah at the time of writing.
