What is the ruling on drinking water in which papers written with saffron have been dissolved, after they were dipped in water containing saffron and recited over?

It is not permissible to sell papers dipped in saffron water on which Quranic verses are written with the intention of healing, because it is a fraudulent act to unlawfully consume people's wealth. This differs from the permissible Ruqyah (Islamic incantation) where verses are written, then washed, and the water is drunk.
