The answer

If a pilgrim in is unable to wear the ihram garments, he is permitted to wear what suits him, and he must offer a (expiation). This fidyah consists of slaughtering a sheep and distributing its meat among the poor, or feeding six needy persons (half a saa' of food for each needy person), or fasting for three days. The slaughtering and feeding should preferably take place in Mecca, as the violation of the dress code continues until the pilgrim exits ihram. This is analogous to the fidyah for shaving the head mentioned in the Almighty's saying: "then for him is a fidyah of fasting or charity or sacrifice" (Al-Baqarah/196).
