The answer

The is an obligation upon the Muslim woman when she goes out, and no one should be obeyed in preventing her from it, because a creature is not to be obeyed in that which involves disobedience to the Creator. Not every compulsion negates the capacity for accountability. It is obligatory to seek help from those who are likely to influence the father to persuade him of the virtue of the hijab. If the father insists on preventing his daughter from wearing the hijab, and wearing it would lead to significant harm, then it is permissible for her to uncover what would ward off that harm due to necessity. She should not leave her home except out of necessity, and necessity is estimated by its extent. If the intended meaning of hijab is covering the body except for the face and hands, then the ruling is as mentioned. As for covering the face and hands, there is a difference of opinion, and the preponderant view is that it is obligatory, but the matter is less strict, and it is permissible to take a concession in it to avoid hardship.
