The answer

Intentionally lowering the izar (garment) below the ankles is forbidden, and the one who adheres to this ruling is rewarded for their commitment to religion. However, if one is forced to lower it, there is no sin upon them, for the came to remove hardship, and Allah commanded us to obey Him to the best of our ability: "So fear Allah as much as you are able" (Quran 64:16), and "Allah does not burden a soul beyond its capacity" (Quran 2:286). There is also a jurisprudential opinion that considers lowering the garment without pride to be merely disliked (makrooh).
