Is it permissible to recite Surat Al-Fil with the intention of seeking revenge against an oppressive tenant who refused to pay rent, left bills unpaid, and refused to vacate the property?

It is well-known that Allah has forbidden injustice, and Allah has promised the oppressed His support and the answering of their supplication. The supplication of the oppressed is indeed answered, but one should not supplicate for more than their injustice, nor transgress in supplication. As for repeatedly reciting Surat Al-Fil to get rid of an oppressor, it has no basis and is closer to innovation (bid‘ah). Specifying the recitation of a verse or a surah (definition) for a particular need without proof, such as reciting Surat Al-Fatihah for needs or Surat Ya-Sin forty times for needs, is an innovation. If a benefit occurs after reciting Surat Al-Fil, it does not mean that it is because of it, nor does it indicate that it is a prescribed act. The Sunnah (definition) is not established merely by experience, and the acceptance of a supplication does not indicate that the reason for acceptance is established from the Messenger of Allah, may Allah’s peace and blessings be upon him. The peace of heart that occurs upon reading the Qur’an is undeniable, for by the remembrance of Allah do hearts find rest. Attention should be directed to the entire Qur’an, with increased focus on what has a special virtue established in the Sharia (definition).
