Is it obligatory for a girl who has reached puberty at the age of ten to perform ghusl and fast, and what should her mother teach her concerning religious matters?

The minimum age at which a woman menstruates is nine years, based on the statement of Ibn Qudamah - may Allah have mercy on him -: "The minimum age at which a woman menstruates is nine years," because young girls do not menstruate, as evidenced by the Almighty's saying: {and those who have not yet menstruated}, and because Allah created menstrual blood for the wisdom of nourishing the fetus through it. So, one who is not fit for pregnancy will not have this wisdom present in her. If a girl menstruates after the age of nine, then the blood she sees is a sign of her puberty, and she must refrain from fasting and prayer when she sees menstrual blood, and perform ghusl (ritual bath) after its cessation. The mother must teach her daughter the characteristics of menstrual blood, what to do if she sees it, how to recognize purity from it, how to perform ghusl, and other necessary rulings.
