What are the consequences for a wife who seeks divorce from her husband who has not paid the dowry (mahr) nor provided a dwelling, and is she obligated to pay him anything, and what are the required procedures?

If a man secludes himself with his wife in a proper seclusion after the marriage contract, she is entitled to the full mahr according to the majority of scholars. If the wife offers herself to the husband but he does not consummate the marriage, she is entitled to financial support (nafaqah (definition)). If the husband abstains from providing support or is in financial difficulty, the wife may refer the matter to the court and request annulment, and this is what is recommended.
