What is the best option for a mosque imam in Ukraine who fears issuing fatwas but possesses great skill in preaching, knowing that the mosque needs him and it is difficult to bring a replacement?

The position of issuing fatwas is grave, and only those qualified should undertake it. The righteous predecessors were apprehensive of it and did not hesitate to say, "I do not know." Whoever assumes this position must acquit themselves before Allah and remember that they will stand before Him. If one excels in leading prayers in the mosque and admonishing people, they should not abandon it. If asked about a matter, they should refer it to scholars. They can benefit from the fatwas of contemporary scholars, but they must be cautious of feigning knowledge in matters they are ignorant of.
