It is permissible to supplicate against the oppressor, and indeed, the supplication of the oppressed is answered, unless the supplication involves a sin or cutting ties of kinship, in which case it will not be answered. The occurrence of an accident after your supplication does not necessarily mean it is an answer to your supplication; it might align with Allah's decree. If you hastened to supplicate before his injustice was clear, then seek forgiveness and supplicate for his forgiveness. If his injustice was clear, then supplicating against him is permissible, but forgiveness and patience are better. Uttering a supplication during extreme fear is not held against one.
