What is the ruling regarding Muslim women who give birth out of wedlock in European countries for the purpose of obtaining welfare benefits?

Adultery is a grave indecency and one of the major sins. Its worldly punishment is stoning for the married and one hundred lashes for the unmarried, and these punishments are carried out by the ruler or his deputy. In the Hereafter, the torment will be multiplied, and the adulterer will abide humiliated in Hellfire. Some scholars have made an exception to the prohibition when a woman is forced into adultery due to having nothing to sustain her and fearing death by starvation, for necessities permit the forbidden. However, enduring and refraining from adultery in this situation is better and carries a greater reward. If a Muslim woman's residence in disbelieving lands leads to such necessities, she must immediately depart for Islamic lands.
