If residing in a land of disbelief is impermissible, then its expiation is repentance and emigration when it becomes obligatory (for those who cannot practice the rituals of their religion or fear temptation).

As for the expiations that are obligatory due to specific actions (such as killing or breaking the fast in Ramadan), they are binding on the resident in the lands of disbelief just as they are binding on the resident in the lands of Islam. If one does not find poor Muslims in the country where they reside, they can send the expiation to a country where there are poor Muslims, or appoint someone to undertake this task on their behalf.
