What is the meaning of the Hadith: "I saw men with their lower garments tied around their necks like children, due to the narrowness of the lower garments behind the Prophet, peace and blessings be upon him. So a speaker said: 'O gathering of women, do not raise your heads until the men raise theirs'"?

The hadith narrated by Al-Bukhari and Muslim from Sahl ibn Sa'd, which mentions the Companions tying their lower garments around their necks due to their narrowness behind the Prophet, peace and blessings be upon him, and a speaker saying, "O assembly of women, do not raise your heads until the men raise theirs," means that the men used to tie their lower garments due to their extreme narrowness so that their private parts would not be exposed. The prohibition for women from raising their heads before men was out of fear that they might glimpse something of the men's private parts when they rose from prostration.

It is inferred from the hadith that if a garment can be wrapped around the body, it is preferable for increased covering, and that covering the lower part is not obligatory. Among the legal rulings derived from it is also the permissibility of tying a narrow lower garment over the back of the neck to cover the shoulders along with the private parts, that the rows of women are behind the rows of men, and that the exposure of a small amount of the private parts during prayer does not invalidate it.
